• Require “bot” accounts to be labeled as bots
• Require tech / social media companies to take responsibility for consumer data.
• Use U.S. military to attack cybercrime.
• Educate students “about the Internet” (how about teaching them about propaganda and methods?)

In the end, what will happen is that the regulated companies will largely write their own legislation in a way that limits future competition. This is how much such legislation and rulemaking works – its said to be “for the people” but in reality, the process ends up protecting incumbents from future competitors.
