Media: “homeless encampment” is “off-the-grid neighborhood”
I live in Central Oregon, east of the Cascades. Some wildland fires in the area have been started at the sites of “homeless encampments”.
Recently, we had another large fire – 23,000 acres. Here’s the fire department’s aerial view of the starting area:

Look closely and you can see white RV-type vehicles at the starting point.

The fire agencies say the fire was not started at a homeless encampment. It’s an “off-the-grid neighborhood” who “may not have access to water, they may not have electrical utilities”…
Chang said Jefferson County officials have described the land where the fire started as “sort of an off-the-grid neighborhood. There are a lot of regular people who live in mobile homes, RVs on their property and they may not have access to water, they may not have electrical utilities running to their property.”
